THE PRESIDENT HAS SIGNED A DECREE TO ESTABLISH THE UZBEK–FRENCH UNIVERSITY
November 27, 2025President Shavkat Mirziyoyev has signed a decree establishing a new joint educational project, the Uzbek–French University.
The document “On Measures to Establish the Uzbek–French University” (PQ–354) lays the groundwork for creating a modern academic center that will serve as a significant milestone in strengthening the partnership between Uzbekistan and France in the field of higher education.
The founders of the new university are the Ministry of Higher Education, Science and Innovation of Uzbekistan and the Ministry of Higher Education, Research, and Space Activities of France. The university’s management and curriculum development will be carried out by a consortium of French universities, including:
- Université de Poitiers
- Université de Rennes
- Université Le Havre Normandie
- Université Lumière Lyon
The university will operate in accordance with the legislation of Uzbekistan as well as the recommendations of its French partners, ensuring the integration of European educational standards.
At the initial stage, the Uzbek–French University will offer master’s degree programs. In the future, the university structure will be expanded step by step to include bachelor’s and doctoral programs.
A preparatory course will be introduced for applicants to facilitate admission and strengthen their academic competencies.
The educational process will be organized both through targeted state grants and on a contract basis.
Graduates of the new university will receive:
- a diploma from the Uzbek–French University;
- and/or a diploma from one of the French universities in the consortium, under accredited academic programs.
French diplomas will be officially recognized in Uzbekistan, opening broad professional and academic opportunities for graduates both within the country and abroad.
The creation of the Uzbek–French University aims to:
- train specialists according to international standards;
- develop scientific cooperation and joint research;
- expand access for Uzbek students to French academic programs and resources;
- strengthen cultural and professional ties between the two countries
